"And -- and then at the University of Delaware, they set up a -- they set up, at the University of Delaware, Biden Domestic Policy Institute. And so, I was -- I was occupied. And that's what I did. But then along came, in August of 2017, Charlottesville, Virginia. You remember those folks walking out of the fields literally carrying torches, with Nazi swastikas, holding them forward, singing the same vicious, anti-Semitic bile -- the same exact bile -- bile that was sung in -- in Germany in the early '30s. And a young woman was killed." 5

Hey, look, you know, because there is a -- there's a lot of things that we have to do between now and -- and next November -- not this coming November, but next November." 6

And -- but we also appointed the first Black woman on the Supreme Court and the first African American woman on -- to be vice president of the United States. [Laughter] But, look, folks, the -- you know -- or how we made the biggest investment ever in the history of the world in climate change, which is a passion of mine, and we're going to get it done. [Applause] We'll have a few major announcements about that in the next couple of days, as well." 8

"And -- and what happened was, I -- I saw -- so I got a phone -- we have a tradition in our family, for real -- my dad started it, and only been invoked, I think, 9 or 10 times -- that any child can ask for a family meeting, and it has to be taken seriously. You know -- you know, when I left the vice presidency of the Obama-Biden administration, I had no intention of ever running again for office, and that's the God's truth. And they wanted to meet. So, that was on a Thursday, and on a Saturday, we met with my wife, Jill, and my five grandchildren." 9

So, they weren't new to the political system. And then they made the case that -- that "You got to run, Pop." They call me "Pop." "You got to run, Pop, and Daddy would make -- would want you to run," and so on. And they said -- I said, "Well, you know, it's going to be a tough campaign if I run." And they said to me, "We know that." And my youngest, who is now a senior in high school -- his name is Hunter Biden; he's a grand -- he's my -- my son Beau's oldest son -- only son." 10

But, you know, I was going to write that book, but I -- and I set up an Institute of Foreign Policy -- well, the University of Pennsylvania did -- at the University of Pennsylvania. That's when I knew I could no longer stand on the sidelines. I had to get engaged because the President of the United States had just made a moral equivalency between those who stand -- stood for hate and those who rejected it. And, you see, I believe that silence is complicity." 14

"And in addition to that, they had -- there were white supremacists. Anyway, they were making the big case about how terrible this was. And a young woman was killed in the process. And my predecessor, as I said, was asked what he thought. He said, "There are some very fine people on both sides." Well, that kept ringing in my head." 14

I ran because I thought everything this country stood for, everything this country believed in, everything this country -- that made America what it was, even our very democracy, was at risk. And -- and did I -- and I got asked all the time when I said I was running because I wanted to restore the soul of America, wanted to restore a sense of decency, the idea that we talk to each other the way we do — I've been around -- I know I don't look it, but I've been around a long time. [Laughter] But, look, you know, people -- and I made a speech at Independence Hall about the threat to democracy and why it was so important." 16

"I've been a senator for 36 years, a vice president for 8 years. And I had never quite seen it like this. And -- and so, you know, I think people thought I was being a little hyperbolic when I said that everything we stand for was up for grabs, including our very democracy -- our very democracy. "I'm going to make another one very shortly. And -- and I -- but I think, you know, I taught at Penn. I taught -- and I taught constitutional law for 13 years on Saturdays at Delaware Law School. And, you know, you always hear that every generation has an obligation to protect democracy. And I thought -- well, you just think, "No, not in America." 17

"And it was a –people thought I was -- including my own staff -- thought I was being hyperbolic when I said our democracy is at risk. But I meant it. And -- and they'd ask, you know, whether or not I think –about democracy, how could it be at risk in America? Well, I think it was, and I think the response to the election where we won by 7 million votes is evidence to the fact that the old, basic principles of what constitutes a victory and how to deal with a win or a loss was really thrown into -- into jeopardy." 17

"This is -- it's just automatic." But it really, I believe, is under siege. And I might add that, you know, I don't think anyone doubts any longer that democracy was at risk in 2020. And, you know, thank God, because people like all of you were here, and you jumped in and we won. And many of you are repeat -- it was your -- it was your fault the first time. [Laughter] The second time, I don't know why you did it, but thank you." 18

"And a victory that withstood 60 legal challenges, including to the Supreme Court of the United States of America, and the insurrection on January the 8th [6th]. And, you know, so -- so I decided this time around that -- after January 6th, that I was going to run again. And, you know, as you might have noticed, a lot of people seem a little focused on my age. [Laughs] I get it. And believe me, I know better than anyone." 18

"But I might add, we won convincingly by 7 million votes. The victory withstood -- [Applause] -- the victory not only withstood 60 legal challenges -- 60 -- but we also overcame what -- a literal insurrection. I have a dining room -- a private dining room off of the Oval Office. This guy sat there on January 6th watching what happened on television -- watching it, doing nothing about it. And so, I'm now running again." 19

"But there's something else I know. I came to office when the nation was flat on its back, and -- and I think I knew what to do. Only thing -- as you know, a couple of you are over 50 here -- you know, with age comes wisdom. You have experience. And so, I knew what to do. I vaccinated the nation and began to rebuild our economy." 19

"Because guess what? I think that it's likely to be the same fellow, and it's likely that I think I can beat him again. [Applause] But, you know, a lot of people talk about my age. I get it. I get it. Believe me, I know better than anyone, you know. [Laughter] But here's something else I know. When I came to office, the nation was flat on its back, but I think I knew what to do with the help of Ron and a lot of other people. [Applause] We rebuilt the economy." 20

"When Russia invaded Ukraine, I said -- we went out, and we were able to rebuild alliances in Europe and rally the world to respond to Russian aggression. And above all, when democracy was at stake, I knew what to do, and that was we had to redeem the soul of the nation. I said I was running for three reasons: one, to, in fact, make sure that we restore the soul of the nation; two, we rebuilt the middle class from the middle out and the bottom up because, that way, when you -- those of you who are very talented make a lot of money, you do very well as well." 20

"We vaccinated the nation, rebuilt the economy. When Russia invaded Ukraine, I knew what to do -- because I've been doing it for a long, long time -- to rebuild our alliances and rally the world. And -- and above all, when democracy was at stake, I knew what to do to redeem literally the soul of this nation." 21

"And -- and, also, in addition to that, I said we had to deal with uniting the country. And the press, understandably, was very critical of the last part because they said, "Things have changed, Joe. You don't get it. It's not like it used to be. You can't unite the country. You can't unite the country; it's so divided." And I asked my brother -- I didn't realize at the time, even though I sat in the vice president's chair in the Oval Office for eight years, I didn't realize the outgoing president had to be out of his office by 10 o'clock on Election Day -- on January 20th, the day you're sworn in. And the new guy or woman comes in not until four o'clock that day." 21

"So, look, I want to answer -- I want to answer the question very simply, as I can. I'm running because we've made progress, but our democracy is still at stake. There's a lot of specific things we have to do, and we will do them. Kamala and I will get them done, in terms of legislation and things we have to do. But democracy is literally still at stake." 22

"I'm running because the most important freedoms -- the freedom to choose, the freedom to vote, the freedom to be -- have the right to be who you are and say who you are, love who you love — My dad, I remember I was -- when I was a kid, I wanted a -- I was involved in the Civil Rights Movement, and I wanted to be the only -- there's a woman from Delaware here." 23

"And so, I walked in, and, over the mantelpiece, there used to be, just over the years I was a senator and vice president, a portrait of George Washington. Well, it was gone. It was a gigantic portrait of -- of FDR. And then to the left, there was the George Washington portrait, and then there was Abraham Lincoln, and then Madison and Jefferson on the right." 23

"I worked in the east side. It's the only African -- an all-African-American community. And the -- the city swimming pool, and I wanted to be a lifeguard there. I was the only lifeguard -- of 13 lifeguards, I was the only white guy that worked there for three years. And I remember being dropped off at the Rodney Square, which is a -- which is the center of the city -- DuPont Building, Hercules Building, and so on. And I -- getting out of the car, my dad dropping me off to go and get an application." 24

"And I looked at my brother, I said, "Why -- why FDR?" And he said, "Well, nobody has inherited this office in as much international disarray as since he was president." I said, "Well, that's wonderful." [Laughter] I swear to God. True story. And then the next thing I said, "Why -- why -- why having, you know, Abraham Lincoln?" And I said it was a simple proposition." 24

"And I looked over, and two men leaned up and kissed one another. And I looked -- I looked at my dad. I had never seen that before. He said, "Joey, it's real simple. They love each other. It's just simple." And so, folks, look, there's an awful lot that's at stake, including all the things that we teach our children to be proud of. I'm running because our children should have the right to go to school without fear of being gunned down at school. [Applause] I'm running because there are people banning books." 25

And so, I think I knew what to do when I got elected, and I think we've done a fair amount of it already. But let me answer this as simply as I can." 25

I'm running because, all across America, hate groups have been emboldened. "And I really mean it. I know that sounds like hyperbole, but think about it. Donald Trump and his MAGA Republicans are determined to destroy American democracy, the institutional structures. Listen to some of the things -- you know, and the idea that -- that, you know, the country we live in is, I think, so special; he talks about it being a failed country, about how the American people are doing -- it goes on and on. We're the only country in the world that is -- we're unique in the world." 28

We've never fully lived up to it, but we've never walked away from it -- never." 31

"He tells his supporters, and I'm quoting him, "I am your retribution." What a hell of a good way to run. [Laughter] He goes on to say, "We are a failing nation. Either…" -- I'm quoting him -- "Either they will win, or we will win, and if we win -- if they win, we will no longer be a country. If they win, we will no longer be a country." He talks about the institutions." 32

"And we're not going to walk away from it now. I don't believe America is a dark, negative nation, a nation of carnage, driven by anger and fear and revenge. And, you know -- but my predecessor does, and he may be the nominee again. It looks like he is destined to be the nominee again. And so, you know, he uses phrases like, "I'm your retribution." Did you ever think you'd hear a president stand up and say, "I'm running because I'm going to be your retribution, and we'll get even with these people"? Or he says, "We are a failing nation." What president has said that when they're running for office? "Either they win, or we win, and if they win, we no longer have a country," he says. "If they win, we no longer have a country." Did you ever think you'd hear a president of the United States, a former president of the United States or a candidate run on that basis, talking about those things?" 32

"He wants to fundamentally change the -- you're all lawyers. He wants to change the institutional structures of America. Not a joke. He talks about being -- having to hire -- firing a -- fire 100,000 people. He's going to un -- I mean, you know, he talked about the deep state. Guess what? When I got to be president, I found the deep state. [Laughter] I mean, think about what he's done. [Laughter] Think about what they've done." 33

"Look, I believe we're a hopeful, optimistic nation driven by a simple proposition that everyone deserves a fair shot. Just a fair shot. As I said, my dad used to say, "Joey, a job is about a lot more than a -- than a paycheck. It's about your dignity. It's about respect. It's about being able to look your kid in the eye." And, folks, that's what's at stake." 33

Think about -- imagine what -- if he does anything he says he's going to do -- the next president, what he says he's going to do -- where will we be? Where will we be? I traveled the world." 34

"Well, as I go around the world, and I've known -- I've been to now 140-some countries. I go around -- I know virtually every head of state because I've been doing this for so long. Without exception, I have everybody come up to me and say, "You've got to win." Not because of me, but because of the alternative they fear." 35
